Opportunities for Employment of Persons with Criminal Records Expanded in North Carolina

Individuals convicted of certain crimes may now be able to apply for a "certificate of relief", in order to protect them in the case of minor offences (the circumstances are now broadened. A certificate of relief offers relief from consequences of crimes such as a penalty or disqualification and this new Bill will help reduce the risks employers face when hiring persons with criminal records.

Job applicants with criminal records are much less likely than others to obtain legitimate employment. Recent efforts to address this problem include both efforts to persuade employers voluntarily to hire ex-offenders and legislation, including Ban the Box laws. The success of any remedial strategy depends on whether employer concerns are founded on an accurate view of how ex-offenders behave on the job if hired. Little empirical evidence now exists to answer this question
