What does it check?

This service assists an individual who will be working in certain industries in obtaining their Norwegian Criminal Record Certificate as well as validates it.

This check provides what is referred to as Exhaustive Certificate or Uttømmende. A criminal record certificate shows what has been recorded about an individual in police registers. In Norway, the Criminal Record Certificate can be requested only by the individual and not by a third party (Subject Access Request). We'll guide and assist the individual in making a Subject Access Request (SAR) for the certificate and then validate it. In Norway, there are five types of criminal record certificates: Ordinary (Ordinær): available for roles in the financial services industry, railway companies and airlines. Limited (Begrenset): available for roles in pharmacies, pharmaceuticals, health and social care services and the post. Exhaustive (Uttømmende): available for airside roles in airports Exhaustive and extended (Uttømmende og utvidet): available for security-related roles such as security guards, installers of alarm systems, infosec and those working and managing security businesses. Childcare Certificate (Barneomsorgsattest): available for roles involved children including healthcare, social services, education and more but also to roles involved vulnerable adults such as volunteering organisations, health and social care related to handicapped persons, asylum seekers, and victims of rape. An exhaustive criminal record certificate shows everything that has been recorded about the individual in police registers. Exceptions: • If a case has been transferred to the Norwegian Mediation Service for resolution, it will not be included in an exhaustive criminal record certificate if the individual has not committed any new criminal offence for which a prison sentence can be given in the two years after an approved agreement, youth plan or plan was entered into as part of the Mediation Service's proceedings. • If the individual has been given and accepted a fixed penalty notice. Exceptions for offenders under the age of 18: An exhaustive criminal record certificate for offenders under the age of 18 must be issued in accordance with the regulations for an ordinary criminal record certificate. However, if one of the conditions set out below are met, the penalty must be included in accordance with the regulations for an exhaustive criminal record certificate: • 1 offence carrying a maximum sentence of more than three years in prison. • 3 or more offences carrying a maximum sentence of more than one year in prison. • 5 or more offences for which a prison sentence may be given, regardless of the maximum term. • any new offences committed after the age of 18 but within the deadlines set in the original sentence must be shown in an ordinary criminal record certificate.
