ISA Registration

A new style CRB application form and the new requirement to register with the Independent Safeguarding Authority (ISA) are some of the planned changes for 2010. Verifile is busy preparing for these changes now and would like to update you in advance.

There are no changes planned at the moment for the Basic Disclosure check. If you do not use the Standard or Enhanced levels, the changes described in the following email will not affect you.

New Disclosure Application Form

A new Disclosure Application Form will be used from 26 July. They will replace the current form. This is the first update to the form in several years, and although the physical format remains the same (double-sided A3 folded to give 4 A4 pages, with individual-character boxes for data entry) the content has changed significantly. The unused sections of the old form (E, F and G) are gone, there are changes to many questions, including those relating to identity document seen, and most importantly, there are new questions relating to the new Independent Safeguarding Authority (ISA).

The new Disclosure Application Form can be used to apply for a CRB check only (Standard or Enhanced), ISA registration only, or both. There are new questions relating to an existing registration with ISA or the Scottish vetting and barring scheme, and the nature of the activities requiring ISA registration.

The new Disclosure Application Forms will be available to you from the beginning of May 2010. Verifile will post you a batch of forms as soon as we have received them from the CRB.

Please note that the CRB will only start processing the new application forms from 26 July. However they will stop processing the old forms on the 12 July. Please ensure all old style application forms are returned to Verifile by Monday 5th July 2010. Any old style forms received by Verifile after this date will not be processed and the employee would be required to complete a new style application form. To avoid delays in the recruitment process we advise you to take these dates into consideration when filling urgent vacancies over this period.

Registration with the Independent Safeguarding Authority (ISA)

Registration with the Independent Safeguarding Authority (ISA) starts on 26 July, using the new Disclosure Application Form. However it is not mandatory to start registering your existing staff on this date. Existing employees should start registering from 1 April 2011.

From 1 November 2010 all new starters or those changing jobs must register before starting employment and their registration must be checked by the employer.

Please note that ISA registration is only relevant to those working in England and Wales and in regulated roles. Similar schemes are available for those working in Scotland and Northern Ireland.

Registration under this scheme is open to the self-employed and other individuals who wish to apply for registration not through a specific employer. Employers who do not wish to bear the extra registration charge under this scheme can request their candidates and contractors to contact Verifile directly. We will be shortly announcing a special package for self-registration.

Charges

There are no changes to the cost of the Enhanced Disclosure when ordered as a standalone. ISA registration would cost £64 + our admin fee.

ISA registration + Enhanced Disclosure would also cost £64 + our admin fee.

Northern Ireland

The registration scheme in Northern Ireland requires different application forms and is provided by AccessNI and not the CRB. Verifile is a registered body with AccessNI and will be able to help you if you employ staff which require registration under this scheme. This scheme should be used when the individual is working in Northern Ireland and the recruitment decision is also made in Northern Ireland.

The cost for registering with this scheme is only £58 + our admin fee.

Scotland

The registration scheme in Scotland require different application forms and is provided by Disclosure Scotland and not the CRB. Verifile is a registered body with Disclosure Scotland and will be able to help you if you employ staff which require registration under this scheme. This scheme should be used when the individual is working in Scotland and the recruitment decision is also made in Scotland.

The cost for the initial registration with this scheme is £59 + our admin fee.

The cost for updating records under the scheme is £18 + our admin fee.

Please note that the fees and other details of the Scottish scheme have not yet been finalised and are still pending approval by the Scottish Parliament.
